What Bebe indicated is that, while the ags are still part of the conference, the conference members will meet and make the penalties for exit more stringent than they currently are...even if the gomers vote against it, they will be bound tighter and a subsequent decision to leave will cost them substantially more. That's the teeth in the deadline.
